Late in 2010 two pharmacy owners in Kansas contacted Ed Heckman and Jay Blackburn to find out if they could become a member of one of the CPA cooperatives.  One thing lead to another and they made a decision to offer the Compliant Pharmacy Alliance® concept to other owners in Kansas.  In the spring of 2011 the High Plains Pharmacies Cooperative was formed.  To date pharmacies in Kansas and Nebraska have come together to grow HPP.
